Description of problem:

cluster-etcd-operator (CEO) should always generate and install restore-pod.yaml on each master node. This pod will be used by the restore script to start a single node etcd cluster, bring up the control plane. CEO will then scale up to 3 members.

This is fixed by https://bugzilla.redhat.com/show_bug.cgi?id=1807666 (https://github.com/openshift/cluster-etcd-operator/pull/197). Closing as duplicate.
