Description of problem:

BZ to request support for Routed provider networks in RHOSP. [1]

This BZ is about dataplane routed networks support. For controlplane (undercloud networks like internal API, storage, ...) check bug #1601576

This feature could be enabled manually (modifying the neutron configuration), but since OSP 13 z9, this is enabled by default by Director.

Similarly to OSP 16 test RFE #1671811 scope is mostly to test routed networks after deployment.
