Description of problem:
In a ROKS cluster the control plane is not visible to the cluster. Alerts about missing control plane components should not fire.

Actual results:
Alerts about missing Kube apiserver, controller manager and scheduler fire.

Expected results:
No alerts fire.

Verified on IBM side with 4.5.0-0.nightly-2020-03-20-200807

Tested on AWS with 4.5.0-0.nightly-2020-03-22-175100, no regression issue is found
