Description of problem: To remove the dependency of DNS which can cause connectivity issues. etcd should only use IP vs FQDN for peerURLs.

Verified with 4.5.0-0.nightly-2020-03-18-225822, checked the etcd pods log, the peerURLs using ip adress.
