To be clear, the fix associated with this bz (https://github.com/openshift/sdn/pull/60) was not backported to 4.2. But that was not a complete fix for the problem anyway. The eventual real fix was tracked by bug 1794022, and that was backported to 4.2 as bug 1794029.
