the fix was included in the latest rebase (upstream 1.18)

Verified with OCP 4.5.0-0.nightly-2020-04-26-225842 as https://bugzilla.redhat.com/show_bug.cgi?id=1820509#c2, 

$ oc logs packageserver-59d6b6fcfd-lmhmk -n openshift-operator-lifecycle-manager | grep 'configmap "extension-apiserver-authentication" not found'

Nothing found.
