Description of problem:
The monitoring dashboards are not displaying the correct results instead there is a msg:
> An error occurred
> 1:89: parse error: missing unit character in duration

Note that this does NOT happen in grafana dashboards, those work. 

Version-Release number of selected component (if applicable):
4.5 nightly "4.5.0-0.nightly-2020-04-03-104405" both on gcp and aws.

How reproducible:
Every time.

Steps to Reproduce:
1. Go to dashboards "/monitoring/dashboards/grafana-dashboard-k8s-resources-cluster"
2. Scroll down and see errors where data should be.

Expected results:
Reflect what is in grafana dashboards.
