Description of problem:

in osp16, where we had collectd-5.8, the collectd-rdt plugin builds fine.

For 16.1, the package in rhel is too old, and we would need a newer version to be able to build collectd-rdt for collectd-5.11.

According to our records, this should be resolved by intel-cmt-cat-3.1.1-2.el8ost.  This build is available now.
