Description of problem:

During collectd-5.11 rebuild, I had to disable the rdt plugin. Since we had it before, it create a regression. There is a library in rhel-8 missing (not new enough) https://bugzilla.redhat.com/show_bug.cgi?id=1822224

Currently intel-rdt conf file exist but collectd container fails to start because there is no intel-rdt package
