Windows guest tools are moving to Virtio-win. As part of this move, in RHV there are some flows such as: auto attaching the driver CD in case we are having newer driver disk and agent status on the VM in the UI. We need to change the behavior in RHV in order to support the new Virtio-win. The changes from virtio-win: 1. The RPM comes with manifest file, containing the drivers and their information. 2. The applist won't have any version of virtio-win. 3. The devices and drivers will be reported from the GA to VDSM and will be shown under vdsm-api in Host getAllVmStats (see: https://gerrit.ovirt.org/#/c/108162/). Therefore, the new comparison the the version of WGT should be executed by the manifest versions to the reported ones. We should drop the old RHEV-Guest Tools support.

Auto-attaching is dropped in favor of windows update. The user will need to attach the CD on the first time he wishes to install the drivers and GA manually.
