Description of problem: Based on the tuning recommendations for compute realtime workloads [1] from Kernel-RT, irqbalance should be stopped and disabled. tuned will be responsible for managing IRQ balancing instead of irqbalance. Currently in RT deployments both services will be active simultaneously.
