Description of problem:
Latest recommendations for real-time compute workloads in RHOS are to stop and disable the irqbalance service and allow tuned to manage irq balancing.  Deployment RFE [1] has been created to allow for THT parameters to manage this service during deployment.  Request to update [2] based on RFE [1]
