Description of problem: This PR introduced a sync mechanism of the cloud config, but ovirt platform still doesn't have supply any. The sync fails and this fails an installation. Version-Release number of selected component (if applicable): 4.5 How reproducible: 100% Steps to Reproduce: 1. IPI installation 2. see MCO failing with: ERROR Cluster operator machine-config Degraded is True with RenderConfigFailed: Unable to apply 4.5.0-0.nightly-2020-05-06-003431: openshift-config-managed/kube-cloud-config configmap is required on platform oVirt but not found: configmap "kube-cloud-config" not found

Roy, if I remember correctly, this used to fail any OCP4.5 on RHV deployment, even without any customizations, is that right? If so, I believe any successful installation of OCP4.5 that contains this patch should verify it.

Verified with: openshift-install-linux-4.5.0-0.nightly-2020-05-18-043243 rhvm-4.3.10.3-0.1.master.el7.noarch Verification steps: Just deploy OCP on RHV cluster, this used to fail in a basic scenario.
