Able to create CSV of same name

How reproducible:
Sometimes

Steps to Reproduce:
1. Check release-openshift-ocp-installer-e2e-gcp-ovn-4.4 runs
2. Look for "Marketplace diff name test"
3. Find test results

Actual results:

Since the 4.5 delete the CSC rds , mark this bug to be verified.

Since the 4.5 delete the CSC rds , mark this bug to be verified.
Add this bug to fix the problem in 4.4.
