@anli, Is there a specific reason you are requesting this change other then it has been what we have done in prior releases? Do you have have or know of any specific requests to lock the minKubeVersion?
Discussing with team, we are choosing not to peg future releases of operators to specific versions of Openshift unless we require specific functionality in a given release. Closing WONTFIX
