Steps to Reproduce:
1.login openshift console,
2.change to developer mode
3.create a new project and deploy an application such as MySQL
4 click monitoring
No Dashboard/Metrics tab under monitoring

Actual results:
No Dashboard/Metrics tab  under monitoring

Expected results:
Monitoring data should display well
