That failing, please send an e-mail to the RH Jira admins at rh-issues@redhat.com to troubleshoot your issue as a user management inquiry. The email creates a ServiceNow ticket with Red Hat. Individual Bugzilla bugs that are migrated will be moved to status "CLOSED", resolution "MIGRATED", and set with "MigratedToJIRA" in "Keywords". The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "RHEL project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/RHEL-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

Description of problem:
When "file" is run on certain DOCX documents created with LibreOffice (example attached), it is read as a zip file and not a DOCX document.

How reproducible: Consistently

Steps to Reproduce:
1. Run "file" on the test file (attached).

Actual results: File is read as "Zip archive data".

Expected results: File is read as "Microsoft Word 2007+"

Additional info:
- File was created with libreoffice-writer-6.3.6.2-3.fc31.x86_64 package.
- According to the customer filing a related support case, this may happen because LibreOffice "may save .docs without '[Content_Types].xml' being first (see attached docx) and instead _rels/.rels is first in the docx archive".
- Customer alleges this is not an issue in the file utility shipped with Fedora 31.
