Similar to https://bugzilla.redhat.com/show_bug.cgi?id=1825667.

The etcd-metrics pod does not have this env variable set and is crashing (refer to pod spec here: https://github.com/openshift/cluster-etcd-operator/blob/release-4.4/bindata/bootkube/bootstrap-manifests/etcd-member-pod.yaml#L111). The install is successful, so setting severity to medium as it would be valuable to have the metric info.

I’m adding UpcomingSprint, because I was occupied by fixing bugs with higher priority/severity, developing new features with higher priority, or developing new features to improve stability at a macro level. I will revisit this bug next sprint.

What OpenShift CI job can we use to reproduce the bug?

We removed the metrics container in 4.6 as it was never consumed by Prometheus.
