For RHOS-17 downstream . we need ovn-octavia-provider package.

It is already packaged in RDO: Here is the referenced bug: https://bugzilla.redhat.com/show_bug.cgi?id=1814307#
OVN Octavia provider has been extracted from networking-ovn project to dedicated repository.

Upstream code repository, under Openstack/Neutron umbrella:
