Description of problem:
Alert message on the top-right corner has always a blue circle even when user is not clicking it.

Steps to Reproduce:
1. Login and check alert message on the top-right corner


Actual results:
There is always a blue circle around the alert icon even when user is not clicking it.

Expected results:
Blue circle should not be display when user is not clicking it
