Description of problem:
x-tile package was removed since Fedora 32, as it didn't support Python 3,
(https://bugzilla.redhat.com/show_bug.cgi?id=1777651).  Since then, the project
switched to Python 3. I'm reverting the deprecation commit and updating packaging
for latest x-tile version 3.1.

Package is back in Fedora.

Hello,

thanks for your report, I will unretire x-tile.
Since the package was retired for more than 8 weeks, a re-review is required (https://fedoraproject.org/wiki/Orphaned_package_that_need_new_maintainers#Claiming_Ownership_of_a_Retired_Package).
You'll be notified once the review is on its way.

This bug appears to have been reported against 'rawhide' during the Fedora 33 development cycle.
Changing version to 33.
