Description of problem:
After installing any package on a RHEL 8 system which does not require reboot satellite WebUI shows traces status as 'reboot required'.

Red Hat Satellite 6.6
Red Hat Enterprise Linux 8.2

How reproducible:
100%

Steps to Reproduce:
1. Install any package which does not require reboot on RHEL 8 system.
2. Refresh the Hosts >> All Hosts page of the host on the Satellite WebUI. The traces status shows as 'reboot required'. 
3. Execute 'needs-restarting -r' on the client system it shows 'Reboot should not be necessary'.
3. Execute 'katello-tracer-upload' on the client system. the traces shows 'No processes require restarting'.

Actual results:
Traces shows status as 'reboot required'.

Expected results:
Traces should show 'No processes require restarting' after installing/removing a package which does not require rebooting.

Additional info:
After uploading the tracer profile using katello-tracer-upload the system shows correct status again.
