This is not a system-config-users bug.

Your media appears to have errors, given by the following messages in your
exception dump:

<4>hdc: command error: status=0x51 { DriveReady SeekComplete Error }
<4>hdc: command error: error=0x50 { LastFailedSense=0x05 }
<4>ide: failed opcode was: unknown
<4>end_request: I/O error, dev hdc, sector 1238780
<3>Buffer I/O error on device hdc, logical block 309695

In addition, the failed media caused you to go down this error handling code
path where the exception you reported was caused.  This has been fixed in
Rawhide, but the underlying problem for you is the bad media.
