Strings should be marked as translatable strings.

Description of problem:  In locale ja_JP, zh_CN, pt_BR, fr_FR, and es_ES, Too many strings are not marked as translatable strings


Version-Release number of selected component (if applicable):Satellite 6.8.0 Beta


How reproducible: Always


Steps to Reproduce:
1. Login to Satellite 6.8 instance with any locale.
2. Navigate to [1] Monitor - Dashboard, scroll down.
3. Look for not translated strings.

Actual results: Strings are not marked as translated.


Expected results: Strings should be marked as translatable strings.


Additional info: Same thing has been observed in other pages as well with different locales, those are listed below.

[2] Monitor - Statistics, hover on statics and look for tool-tip text.
[3] Monitor - Audits, click on expand (>) button from Audits page.
[4] Monitor - Recurring logics, look for column heading on table.
[5] Content - Errata, click on any Errata ID from table, switch to tabs 'Details' and 'Packages'
[6] Hosts - Policies, column heading name on Compliance Policies page.
[7] Hosts - SCAP Contents, look for column heading on SCAP Contents page.
[8] Configure - Classes, click on any class name, then switch to tab 'Smart Class Parameter', look for left side panel strings.
[9] Configure - Config Groups, column heading on Config Groups page.
[10] Configure - Inventory Upload, top right 'Settings' section on page.
[11] Infrastructure - Capsules, click on any host present in the table, and switch between all the tabs, look for non translated strings.
[12] Infrastructure - HTTP Proxies, click on any item under table, switch to tab 'HTTP Proxy', look for Test connection button.
[13] Hosts - Sync Templates, left side keys on page.
