Description of problem:

IPI cluster deployed on Azure for OCP 4.5 always creates two Azure Storage Accounts for the image registry when ideally it should create only one.
  
Version-Release number of the following components:
Red Hat OpenShift Container Platform 4.5.6

How reproducible:
Reproduced several times at customer end.
Steps to Reproduce:
1. Deploy OCP 4.5 IPI cluster on Azure and check the storage accounts created.

Actual results:
Two Azure Storage Accounts gets created for Image Registry after the cluster Deployment.
 
Expected results:
Only one Storage Account should be created for the image registry.

The problem reported here affects other platforms as well and is being addressed through https://bugzilla.redhat.com/show_bug.cgi?id=1880485. Closing as duplicate.
