It's a GNU project, the main page being at https://www.gnu.org/software/rcs/ . It was a core part of RHEL up to and including EL7, but was dropped for EL8; hence the desire to see it come back via EPEL. There is an open bugzilla request for RCS in EPEL, at https://bugzilla.redhat.com/show_bug.cgi?id=1867496 , and the existing maintainer has indicated that a co-maintainer would be acceptable. As this is an existing Fedora package (and you just need it branched and built for EPEL8) this probably should not be a review request. Let me check if getting sponsored via comaintaining an existing package is still a thing.
