How reproducible:
Everytime I tested, I received the same output.

Steps to Reproduce:
1. Use Live OS or installed Fedora 33 Workstation Pre-release.
2. Run dnf update.

Actual results:

This looks like a packaging issue than a problem with dnf.
Reassigning to cldr-emoji-annotation.
