Description of problem:

CI is failing on:

 Extended: [Feature:Builds][pruning] prune builds based on settings in the buildconfig should prune completed builds based on the successfulBuildsHistoryLimit setting [Suite:openshift/conformance/parallel] 

I noticed this in https://github.com/openshift/origin/pull/25647:

PR #25647 is currently blocking https://github.com/openshift/origin/pull/25542 which has been escalated and needs to make the next 3.11.z.
