 - Bump to 32.0.0

 - Install the license files with %license in %files devel.

 - The license files contradict the stated license in the cargo.toml. I have filed a bug with upstream to clarify the situation. https://github.com/bytecodealliance/wasm-tools/issues/206


 - Builds in mock
 - No rpmlint errors

Following your bug report upstream (https://github.com/bytecodealliance/wasm-tools/pull/211), the old license files were removed.
And I've just created a Pull request (that was merged) to add the (right) license file in the crate (https://github.com/bytecodealliance/wasm-tools/pull/270). The license file will then be included in the crate in the next release, and I'll add the %license in the spec then.
