Description of problem: As per the upstream spec [1], OSP 17 will deprecate ceph-ansible in favour of cephadm to provision the Ceph cluster through the Director. Like ceph-ansible, cephadm is distributed as an RPM and can be installed from Ceph repositories. However, since the deployment approach is changed and cephadm requires a Ceph monitor node to bootstrap a minimal cluster, we should include cephadm RPM on the overcloud image.
