We should document in https://docs.openshift.com/container-platform/4.6/virt/node_network/virt-updating-node-network-config.html that in case OVN Kubernetes is used as the default CNI, administrators cannot use nmstate to attach host's management interface to a bridge. This is a temporary regression. Workaround is to either use a different NIC dedicated to the bridge or to use OpenShift SDN which is the default default CNI.
