Preparing the network environment on RHV

Describe the issue: 
It says "Reserve three static IP addresses. With OCP V4.6 some RHV IPI improvements have been implemented ([1]). Especially the need for the third IP adress for the internal DNS has been removed. So this section is misleading. Only two IP Adresses are needed.

Suggestions for improvement: 
Re-Write need to two IP adresses, remove all hints to the third IP Adress, e.g. the "INFO" block at the end of the section.
