Description of problem:

In a disconnected setup when a cluster opted out of remote health reporting (https://docs.openshift.com/container-platform/4.7/support/remote_health_monitoring/opting-out-of-remote-health-reporting.html), the console still reports "Insights - Issues pending" on the main page.

4.7.0-fc.2

How reproducible:

Always in disconnected cluster opted out of remote health reporting

Steps to Reproduce:
1. Deploy cluster with pull secret without cloud.openshift.com
2. Check main status page
3.

Actual results:

Insights link report "Issues pending". When clicking the link, cluster not found is reported.

Expected results:

No link visible as cluster opted out of remote health reporting.

Hi Robert, Thanks for the report. I created related issue https://issues.redhat.com/browse/CCXDEV-3862 because I believe it's not directly Insights Operator problem, but it's definitely something for our teams.
