Description of problem:
When trying to power off BMH using 'Power Off' action, 'Power Off' modal is not launched

Steps to Reproduce:
1. goes to Node -> Bare Metal Hosts list page
2. click on kebab button of any BMH and choose 'Power Off'
3.

Actual results:
2. The Power Off modal is not opened and we can see error:

Checked on OCP 4.7 BM cluster with payload 4.7.0-0.nightly-2021-02-03-124048
1. goes to Node -> Bare Metal Hosts list page
2. click on kebab button of any BMH and choose 'Power Off', the modal is opened, and BMH could be power off now.
