To summarize for the teams who are following this bug. 

To fully solve this issue requires an engineering solution and a new bug has been lodged with the MCO team (https://bugzilla.redhat.com/show_bug.cgi?id=1944805). Once that is resolved we can update the docs with the correct solution.

Morgan, sorry for missing this request.  I have neither strong feelings or much expertise with making the modifications that customers clearly want.  I can't challenge the dispatcher.d approach.  IIRC, engineering plans to develop a systemd drop-in to handle modifications--but that might be specific to create changes to rescolv.conf.  (Also, I'm not in the loop on that work.  I'm standing by as a willing hand when the cloned BZ is resolved.)
