Create Project not i18ned

Description of problem:
The 'Create' button and other text in Create Project modal are not internationalized
The 'Delete' button and other text in Delete Project modal are not internationalized
The 'Delete' button and other text in Delete PVC modal are not internationalized

How reproducible:
Always

Steps to Reproduce:
1. visit console and set Language to 中文 or 日本语
2. create project and then try to delete it, check the translations
3. create pvc and try to delete it, check the translations

Actual results:
2-3. Some buttons and text are not internationalized

Expected results:
2-3. The buttons and text should be internationalized

Checked on ocp 4.8 cluster with payload 4.8.0-0.nightly-2021-03-18-075013. For Japanese/Chinese/Korean language， there are still some texts not translated in create/delete project/namespace modal.

You will have to check pseudo localizations until we get the next translation drop. The strings will only appear translated when we get the updated messages.

Adding translated screenshots using ?pseudolocalization=true&lng=en string

Actual language strings are not yet available

Tested on ocp 4.8 cluster with payload 4.8.0-0.nightly-2021-03-26-054333, using "?pseudolocalization=true&lng=en string", strings on the modals for create/delete project, create/delete namespace are all marked for translation. The bug is fixed.
