Description of problem:

During the usability testing, it was brought up that it would be nice to 
be able to download pod logs and other relevant logs from MTV UI in order to  troubleshoot migration failures.

We are already collecting pod logs using the must-gather log collector.

Marek - "Actually what makes most sense to me currently is to run a long-living pod (e.g. in migration namespace) which will serve HTTP API which calls will execute oc adm must-gather command locally on the pod and expose created archive back via HTTP."

@fdupont, @maufart, do you think we should re-target this for 2.2.0? it looks like it still needs backend work and also it will need some UI design effort.

We're not in a situation to provide this feature in MTV 2.1.0. Re-targeting to MTV 2.2.0.

Once pressing on `Get logs` in MTV UI - it shows "Cannot complete must gather for <migration-plan-name>"
