Import YAML hover

Description of problem:  Changes released in PatternFly v4.96.2 cause a.pf-c-button elements to have the incorrect hover color because of a CSS conflict with an existing PatternFly 3 rule.  See https://github.com/patternfly/patternfly/issues/3996


Steps to Reproduce:
1.  Hover over the Import YAML icon in the masthead and note the hover color is blue, not white
2.  Hover over the OperatorHub "Install" button in the catalog item modal and note the hover color is blue, not white

1.  Hover over the Import YAML icon in the masthead and note the hover color is blue, it is white
2.  Hover over the OperatorHub "Install" button in the catalog item modal and note the hover color is white, 'Install' text is visible
