Verified with the build below and i see that the minKubeVersion is set as 1.21.0

[knarra@knarra openshift-client-linux-4.8.0-0.nightly-2021-04-18-203506]$ ./oc get csv  clusterkubedescheduleroperator.4.8.0-202104190907.p0  -o json  | jq '.spec.minKubeVersion'
"1.21.0"
