The volume expansion support between different versions of vsphere different:

  Warning  VolumeResizeFailed  3s (x5 over 16s)  external-resizer csi.vsphere.vmware.com  resize volume "pvc-c7c5f032-788e-4916-acb0-9e4a94412905" by resizer "csi.vsphere.vmware.com" failed: rpc error: code = Internal desc = Volume Expansion is not supported in this vSphere release. Kindly upgrade to vSphere 7.0 for offline expansion and vSphere 7.0U2 for online expansion support.


It also depends on kind of datastore apparently. I am kind of thinking we might have to ship with lowest common denominator.
