Description of problem:
The neutron-ovn-db-sync-script util removes legitimate ovnmeta ports if there are mutliple DHCP ports such as reserved_dhcp_port in the network. This was found in the context of ml2/ovs to ml2/ovn migration where environment already had some DHCP ports created.

Always

Steps to Reproduce:
1. Have an environment with DHCP ports 
2. Run db-sync script
3. THe script deletes ovnmeta even if they were existing before

Actual results:
Metadata services don't work
