Description of problem:

Some instances are unable to get metadata and any instance in one node.

It looks like OVN Metadata agent process information about created ports properly: there are messages related to new problematic VMs and their ports, but for some reason, OVN metadata agent doesn't start appropriate haproxy instances and doesn't create appropriate network namespaces.

Everything seems consistent from Nova and Neutron point of view: instance and its port are in correct status and are running on the correct hypervisor. The situation is also consistent from libvirt and OVN perspective: VM and nbctl properly describe Neutron's data.

How reproducible:
Every time they create a new instance on compute node host0001-lb

Actual results:
The instance is created but doesn't get any metadata (hostname, key, etc)
