Description of problem:
It was decided to provide a new playbook for an user to compliment cephadm by running preflight tasks.
This is a tracker to track the new playbook in to downstream builds.

Working fine with workaround - setting `-e ceph_origin=dummy`
(Issue affects downstream testing only) We have filed a BZ - https://bugzilla.redhat.com/show_bug.cgi?id=1967186)

Moving this BZ to VERIFIED state.
