The operator-managed assisted-service deployment currently sets `CHECK_CLUSTER_VERSION` to False, which means it doesn't wait on CVO to report as ready when setting the Cluster as installed.

Not waiting on CVO means the installer may report the cluster as installed before all operators have started and are healthy.

As a reference, this option is set to True in the Cloud environment. The same should be done in the operator deployment.
