The operator-managed assisted-service deployment sets `CHECK_CLUSTER_VERSION` to False, which means deployments won't wait for CVO to be ready before marking the cluster as deployed.

As a reference, this option is set to True in the cloud deployment. The same should be done with the operator-based deployment.

Checks to do:

- Verify that the controller logs "Checking cluster version operator availability status"
- Check the operations status
