Doc Text:	Before this update, the Ceph Dashboard could be exposed only on the provisioning network or on a dedicated composable network. Now, Red Hat OpenStack Platform director processes the `CephDashboardNetwork` parameter to define the frontend network used by operators, and limits access to the Ceph Dashboard and monitoring stack to this network. We should allow for the deployment of the RHCS dashboard on any composable network, not only on a dedicated network.

We probably won't be able to reconfigure existing environments, as initially requested in BZ #1960110 but the purpose of this RFE is to permit use of any composable network for new deployments. Initial scoping of the changes in [1].

This assumes that OSP Director will continue to default the "CephDashboardAdminRO" parameter to "false" so that even administrator users won't have write permissions by default, unless that parameter is switched to true
