We should allow for the deployment of the RHCS dashboard on any composable network, not only on a dedicated network.

We probably won't be able to reconfigure existing environments, as initially requested in BZ #1960110 but the purpose of this RFE is to permit use of any composable network for new deployments. Initial scoping of the changes in [1].
