Moving to Dev Console since its it looks liked the issue is in the dev-console package.

Monitoring dashboards are an admin console feature. Moving back to the Management Console component.

It looks like this will have been fixed by https://github.com/openshift/console/pull/9324, so we should probably backport that change to 4.8.

No such issue when testing with OCP 4.9.0-0.nightly-2021-07-04-140102, so move this BZ to VERIFIED.
