Description of problem:
Due to bug 1941840, a decision was made to block upgrade edges from 4.6.<any> to versions between 4.7.0 and 4.7.9. Any customer on 4.6 who wishes to upgrade to 4.7 can do so by targeting 4.7.11 or higher.
