After bug #1955375 introduced cinderlib requirements for the host, we need to include the needed deps in RHV-H.

Test result:
RHVH include ceph-common and python3-os-brick packages, so the bug is fixed. Change bug status to VERIFIED.

As discussed in https://bugzilla.redhat.com/show_bug.cgi?id=2004444#c8 ovirt-host will be changed for requiring the needed packages.
Adding dependency on bug #2009659
